The original engraving, drawn and engraved from a photograph, comes from "Our Wild Indians: Thirty-three Years' Personal Experience among the Red Men of the Great West" by Col. Richard Irving Dodge. The book was published in 1883, so is in the public domain. The caption says this is an actual scene at an Indian Council held at North Platte, Nebraska, between Generals Sherman, Harney, Terry and Augur, with distinguished Sioux, Arrapahoe and Cheyenne Chiefs. I think the generals' heads are slightly out of scale, probably so the artist could better differentiate them -- they were probably recognizable characters in the late 1800s.
