Helmi Biese (1867-1933) was a Finnish painter, mostly known for her winter and coastal landscapes. This picture, however, is a portrait of a young woman. As the title says, her hair is dark, and possibly wet. Perhaps she has just had a bath. The background is painted in bold strokes, with brilliant orange and red colours.
