It's always nice to have someone with which to celebrate a holiday. The man and his basset buddy make a party of it with just the two of them in this funny cartoon. The idea here is that the man is shouting excitedly and the his friend was designed as a basset hound as a silly contrast since bassets are very low key and calm. As calm as this dog here is he still celebrates with the blowing of a noise maker which helps to "fwoooot" in the New Year.
