Puzzle on the back of a ladies' shirt

I'm not sure about the operations... if you have to use them all or only once. I got it by only using just the "+" twice, I considered all the numbers to be in hexadecimal, so the result in 10 in hexadecimal and transformed back in decimal is 16.
Anyone? Better ideas?
